July 10, 2017 (San Diego) Summer Stephan has taken over as the new District Attorney, now that District Attorney Bonnie Dumanis stepped down. There are two inherent problems with all this.
The first is quite obvious. Dumanis is not finishing her term, and is suspected that she will pursue a seat in the Board of Supervisors in 2018. She wants to run for higher office.
Then there is the second issue. Given the low profile of the office of the District Attorney, her choice of successor gives Stephan an outside advantage in the 2018 context. Why? Most voters will see the name with the incumbent besides her name. Most voters will not look beyond that.
A democracy needs voters to know these details. While it is also the responsibility of voters, those who are hired by voters should also complete their term. There are some understandtanble exceptions. Death in office, is obvious. So is a conviction in legal court, or a medical issue. In this case, it strikes us as Dumanis hand choosing her successor.
